Adapting to a New Reality: Provision and Use of Personal Social Services in COVID-19 Times

In mid-2022, Policy Impact Lab’s researchers Lara Bezzina and Fabio Belafatti were commissioned by EASPD to complete two pieces of research for EUROFUND on the trends in provision and funding of personal social services across EU countries during the period ranging from the Global Financial Crisis to the COVID-19 crisis. PIL’s researchers were responsible for the case studies about Ireland and Finland: they completed a literature review and qualitative analysis of secondary sources about the driving factors behind trends and policies in social services provision, coupled with a quantitative analysis and visualization of available statistical data on funding of social services in the two countries. The study required extensive work in data harmonization. The final report is forthcoming for EUROFUND.
