Background
PIL Associate with over 13 years of experience in applied public policy research and evaluation. Gintaras works across the full project cycle - from evaluation or research design and fieldwork to synthesis, reporting and dissemination of policy recommendations - primarily for EU institutions and international organisations. His expertise centres on a wide range of policy topics, including public governance, EU cohesion policy, and education and research policy, with experience spanning all EU Member States and beyond. Prior to becoming an independent consultant and founding his own consultancy PoliSpect, Gintaras spent nearly a decade at PPMI Group in Vilnius, progressing from research assistant to research manager. He led large-scale, multi-country studies and managed cross-country research teams for clients including DG REGIO, DG EAC, DG RTD and others. Through PIL, Gintaras has contributed to evaluations for ICMPD's Migration Partnership Facility, Internews' Journalist Security Fellowship, and the Active Citizens Fund in Lithuania.

What drives Gintaras is something straightforward - seeing where an organisation’s programme, evidence systems or ways of working could be stronger, and helping to make them more effective in practice. Years of applied policy work have given him a sharp eye for where things fall short, whether in research design, project management, or monitoring and evaluation frameworks. He has helped strengthen both people and processes by supporting junior colleagues through coaching and feedback, improving coordination and quality in complex assignments, and introducing smarter ways of working, including the selective use of AI tools to support synthesis, workflow efficiency and clearer presentation of findings.
