The PIL team—Ieva Giedraitytė, Laura Švelnytė, and Elma Paulauskaitė—collaborated with the Lithuanian NGDO Platform to explore how Lithuanian NGOs can play a stronger role in shaping and implementing the country’s development cooperation policy. The team conducted a qualitative study combining desk research and interviews with key stakeholders. The resulting report identifies key challenges faced by NGOs and highlights practical opportunities to enhance their inclusion in policy processes.
