Evaluation: Coordinated Multi-agency Response to Violence: from Awareness Raising to Behavioral Change

The Center for Equality Advancement is Vilnius-based NGO with a mission to identify and address gender inequalities. In a first of several assignments working with this NGO, the PIL team including Elma Paulauskaitė and Andrius Tursa conducted an external evaluation of an Action Grant-funded 2.5 year project led by the centre in cooperation with the Lithuanian Police School and the Lithuanian Human Rights Centre and associated partners. The project aimed to improve the effectiveness of prevention and response to violence against women (VAW) through coordinated multi-agency efforts. The evaluators adopted a mixed-methods approach to the ex-post evaluation, drawing on data gathered through, in addition to a review of relevant literature, interviews and focus groups with implementers; national and local-level institutions working with VAW victims and perpetrators; direct observation of project activities and a case study on a selected municipality, and a pre-and post-training survey of law enforcement officers. The Final Report prepared for the evaluation included a detailed problem analysis, namely an overview of the key challenges at national and local level to effective response to and prevention of VAW. The assessment of performance followed the program logic and included a discussion of the effectiveness and efficiency of the activities undertaken under each of the planned results. Finally, a succinct horizontal analysis of the project’s impact, sustainability and lessons learned is provided as a basis for recommendations, which were further validated with project partners.
