The evaluation focused on a project called "Decoding the Disinformation Playbook", led by the International Press Institute (Austria), in partnership with Faktograf (Croatia) and the German daily Taz, funded by the European Media and Information Fund. The project partners aimed to decode populist propaganda targeting fact-checkers and investigative journalists and to showcase how purveyors of disinformation attempt to erode trust in independent media across Europe. PIL's Justina Zutautaite and Ieva Giedraityte conducted a qualitative evaluation, mixing desk review, interviews, and focus group discussions, to evaluate the project's performance and draw learning points for its next phase.
