Evaluation: Health, Education and Livelihoods in Africa: A Sustainable Approach (HELASIA)
Financed by Norad, the Health, Education and Livelihoods in Africa: A Sustainable Approach (HELASIA) project was implemented by Humanity & Inclusion (HI) in sub-Saharan Africa between 2019 and 2023, with the aim of generating change in the quality of life of people with disabilities by demonstrating the interdependence between disability rights advocacy practical efforts in supporting them to obtain access to quality, inclusive service. PIL’s Lara Bezzina and Melissa Miller partnered up with Blomeyer & Sanz’s Veronika Kubekova to carry out the final evaluation of the project, with the support of in-country experts in Benin, Ethiopia, Madagascar, Rwanda and Mozambique. The team adopted a mixed-methods evaluation approach, involving a theory-based one where we re-constructed the projects Theory of Change together with the project partners. This then guided the qualitative data collection, which included over 90 focus groups and interviews with project stakeholders and beneficiaries. Using contribution analysis as part of the data analysis process also enabled us to generate evidence on whether HELASIA contributed to a specific outcome and in what ways.
