Financed by the Ministry of Culture of the Republic of Lithuania, the Cultural Passport is a mechanism for facilitating access to cultural events for all school-age children in Lithuania. The PIL team conducted an assessment of the mechanism on students in the last financing period; prepared indicators for measuring performance complete with a methodlogy for monitoring it and formulated recommendations for further development of the mechanism. Based on available, nationally compiled data, the team assessed the accessibility and inclusion of the Cultural Passport; the extent to which students and schools can exercise choice in relation to accessing cultural activities and the quality of the cultural services provided.
