In 2025, the Policy Impact Lab was commissioned by the Nordic Council of Ministers to evaluate its multi-phase Programme for Belarus (2021–2025). The Programme supported independent media, journalists, and media artists through grants and capacity-building, while promoting access to trustworthy information and awareness of Nordic values. The evaluation, conduced by PIL's Ieva Giedraitytė, Justina Žutautaitė bei Tatsiana Chulytskaya, assessed the Programme’s relevance, effectiveness, and sustainability using OECD DAC criteria. Conducted by a team of three experts, the assignment provided actionable insights to inform future NCM programming in restrictive contexts.
