In 2025, the Policy Impact Lab was commissioned by the Nordic Council of Ministers to evaluate its multi-phase Programme for Belarus (2021–2025). The Programme supported independent media, journalists, and media artists through grants and capacity-building, while promoting access to trustworthy information and awareness of Nordic values. The evaluation, conducted by PIL's Ieva Giedraitytė, Justina Žutautaitė and Tatsiana Chulytskaya focused on assessing the Programme’s relevance, coherence, effectiveness, and sustainability, and tested the extent to which its objectives and intended results were achieved. Outcome Harvesting was employed to learn about changes possible through this kind of programming. The assignment provided actionable insights to inform future programming by the Nordic Council of Ministers in restrictive contexts.
