PIL's experts Ksenija Paksina, Gintaras Martinaitis and Elma Paulauskaitė completed a final evaluation of the Journalist Security Fellowship (JSF) by Internews. The JSF project aimed to address digital security-related needs and challenges faced by journalists and small independent media outlets in Southeastern and Central Europe, where the journalism landscape is characterised by media ownership concentration, job insecurity, digital targeting and sometimes espionage due to the very sensitive topics that journalists cover. We proposed and implemented a largely qualitative approach to this evaluation (interviews, most-significant change workshops, case studies) with quantitative elements coming from administrative and monitoring data.
