PIL conducted the final evaluation of the TACTICAL project (JSF), funded by the U.S. Department of State DRL and implemented by Internews in nine Central and Southeastern European countries. Using a theory-based approach and qualitative methods (interviews, focus groups, desk research), the evaluation assessed outcomes of the Training of Trainers and scenario-based training models. Findings showed strengthened community-wide digital security and resilience among journalists and small media outlets, especially freelancers. The results equipped Internews with evidence to adapt and replicate effective training models and to target support to at-risk journalist communities.
