PIL's Elma Paulauskaite is on the core team of evaluators conducting an endline evaluation of a global CSO programme of the Swedish Labour Movement’s cooperative body the Olof Palme International Centre. Adopting an Outcome Harvesting approach, the evaluators are exploring the programme’s contribution to its five thematic areas, and horizontally exploring the extent to which a focus on results-based and adaptive management in the programme have supported the changes identified and how.
