Evaluation: Stop Violence Against Women: From (A)wareness to (Z)ero Victim Blaming
Implemented by the Office of the Equal Opportunities Ombudsperson in Lithuania with partner NGOs working on human rights and gender equality and a media agency, the project aimed to develop targeted information and empowerment actions coupled with awareness raising to increase understanding of different forms of VAW and stop victim blaming. Through a set of activities from awareness raising for the general public with a focus on combatting the practice of ‘victim blaming’ to capacity building of professionals working with victims, the project ultimately sought to promote zero tolerance to VAW and strengthened gender equality in Lithuania. The PIL team including Elma Paulauskaitė, Ieva Giedraitytė and Ksenija Paksina conducted an external evaluation to assess the project logic based on a participatory reconstruction of its Theory of Change and provide recommendations for effective measures for curbing violence against women and improving project management. The evaluation methodology drew on a desk review of relevant literature and programmatic documents as well as interviews and focus groups with VAW survivors and professionals trained in the course of the intervention in addition to the project implementing partners.
