The evaluation focused on a project called "Decoding the Disinformation Playbook II", led by the International Press Institute (Austria), in partnership with Faktograf (Croatia) and the German daily Taz, funded by the European Media and Information Fund. This is a continuation of a previous project where the project partners aimed to showcase how purveyors of disinformation attempt to erode trust in independent media across Europe. During the second project, the team focused on this phenomenon during electoral periods and produced actionable guidelines for journalists, fact-checkers and newsrooms on how to investigate and deal with harassment campaigns against members of the media community. PIL's Justina Žutautaitė and Laura Švelnytė conducted a qualitative evaluation, mixing desk review, interviews, and focus group discussions, to evaluate the project's performance, design ways to measure impact and draw learning points for its final third phase.
