External Evaluation: Support for increased quality of media content and strengthening of minority language production in Estonia, Latvia and Lithuania

The Nordic Council of Ministers is the official body for inter-governmental co-operation in the Nordic Region. Through its Baltic Media Grants program, the NCM sought to increase quality and attractiveness of local, regional and national media and media products in the Baltic countries, with a special focus on inclusive content that addresses the needs and demands of communities in ethnically diverse or distinct regions. The PIL team including Elma Paulauskaitė, Ieva Giedraitytė, Ksenija Paksina and Dovilė Stoškevičiūtė conducted an evaluation of the program in Lithuania, Latvia and Estonia. The team provided an in-depth understanding of the effectiveness and relevance of projects supported through the Media Grants program and considered the extent to which the program had impact on cross-cutting aspects of NCM’s work, namely gender equality, children & youth, and sustainable development. The evaluation drew on the experiences/insights of a wide range of stakeholders including the donors themselves, grant recipients, media experts and civil society and academia representatives with practical or theoretical knowledge of media in minority languages in the three Baltic States. The evaluation methodology included co-creation of criteria for assessing quality of media outputs, content analysis, interviews and focus group discussions as well as a survey of supported outlets.
