ForumCiv commissioned Policy Impact Lab in 2024 to evaluate the Innovation for Civil Society of the Future (ICSF) programme, implemented in Belarus from 2019 to 2024. The programme supported established CSOs, strengthened civic responses to human rights violations, and fostered grassroots initiatives. The evaluation, led by a three-member expert team, assessed the programme’s relevance, effectiveness, and contribution to civil society resilience.
