Identifying Opportunities for Innovation in Disability and Older Age Inclusion

The 14-month research study commissioned by Elrha - conducted by PIL Associates Lara Bezzina & Melissa Miller & Country Experts Beningo Balgos, Mehiret Habte, Peninnah Vulimu & Shah Jalal - explored the inclusion of persons with disabilities and older people in humanitarian contexts across Kenya, Ethiopia, Bangladesh, and the Philippines. Through extensive consultations with affected individuals, OPDs, OPAs, local authorities and humanitarian organizations, the team identified significant barriers to inclusive responses, such as limited access to essential services, lack of tailored support, and exclusion from decision-making. The final report not only highlights these challenges but also presents innovative, scalable solutions—like mobile aid delivery, disability-disaggregated data use, and improved accountability—to drive change. Findings were shared at UN OCHA’s Humanitarian Week and, crucially, taken back to the communities involved, who appreciated the rare act of being informed about the research they helped shape.
