PIL's Elma Paulauskaite supported Blomeyer&Sanz in conducting a summative evaluation of MIEUX, a demand-driven capacity building initiative drawing on a global pool of experts to support authorities in partner countries in migration management and migrant integration. The results provided formative evidence for the program in light of its future capacity building efforts overall and specifically in the five countries selected as case studies. PIL conducted the field mission and report on the relevance, impact and sustainability of migration management support provided by MIEUX in Cabo Verde from 2009 to 2019, exploring impacts on central and local authorities and other actors directly and indirectly engaged in migration management and migrant integration. The focus was on capacity building and the extent to which actors impacted by the program improved capacities for policy development, implementation, monitoring and evaluation, and with what outcomes for the final beneficiaries.
