Monitoring references to EIGE by national level policymakers

After PIL and Blomeyer & Sanz successfully completed the first phases of monitoring and analysis of the impact of the European Institute of Gender Equality (EIGE) in EU-wide policy-making, in 2021 EIGE entrusted them to conduct a second study, this time focusing on EIGE’s Member State-level impact. PIL’s researchers Fabio Belafatti, Lara Bezzina and Elma Paulauskaitė worked alongside a large consortium of national research agencies and conducted an initial research and mapping of national institutions responsible for gender equality policies in Denmark, Estonia, Finland, Italy, Lithuania, Latvia, Malta and Sweden, identifying existing repositories of documents worth monitoring to estimate EIGE’s impact in each Member State, and conducting a baseline assessment of EIGE’s impact across EU Member States. PIL’s staff also shared methodological good practices learned through the “Measuring EIGE’s impact in policy-making” (EU-wide) project, helping co-create the data collection templates and procedure for impact monitoring that would be later used by the whole consortium to conduct the successive phase of the study: an in-depth monthly monitoring and reporting of a targeted selection of EU countries whose institutions make the most use of EIGE’s material. In this phase, PIL was responsible for the monthly monitoring of Italian institutions.
