The Methodology for Cost-Benefit Analysis (CBA) outlines the approach for applying CBA to the Migration Partnership Facility (MPF) labour mobility projects and offers guidance on assessing their efficiency. This methodology will be applied to five selected labour mobility projects, and an Issue Paper will be prepared based on this evaluation. The Issue Paper will focus on the efficiency of the projects as revealed by the CBA indicators, the nature and scope of the various benefits for the target groups and society at large, and the factors that most influence efficiency. The assignment is implemented by PIL experts Edvinas Bulevičius (team leader), Elma Paulauskaitė, Ieva Giedraitytė, Barbara Broc in cooperation with Samuel Hall, Migration Policy Group, Blomeyer & Sanz and Tandans.
