MPF - Endline Evaluation - Digital Explorers Iraq
Digital Explorers Iraq is a Migration Partnership Facility-funded partnership between Lithuania and Iraq. The project sought to build foundations for a digital partnership between the two countries, facilitating mutually beneficial links between academia, public and private sector institutions nationally and regionally. PIL's Justina Žutautaitė, Elma Paulauskaitė and Barbara Broc partnered with Blomeyer & Sanz's Ali Dawood to conduct the endline evaluation of the project. The evaluation adopted a Contribution Analysis approach, reconstructing the project's theory of change and scrutinizing the change pathways and assumptions, in addition to answering evaluation questions related to the project's efectiveness, relevance, impact and sustainability. The data collection tools included direct observation, desk reviews, interview program and final validation workshop with key stakeholders to inform recommendations.
