MPF - Endline Evaluation - Enhancing Capacities of Border Police Forces to Detect Forged Identity and Travel Documents for Preventing and Combating Irregular Migration and Trafficking in Human Beings
PIL experts Edvinas Bulevičius (team leader), Elma Paulauskaite and Mihaela Matei conducted the ex-post evaluation of MPF project Enhancing Capacities of Border Police Forces to Detect Forged Identity and Travel Documents for Preventing and Combating Irregular Migration and Trafficking in Human Beings. The project under evaluation was implemented by the State Border Guard Service of Lithuania, in collaboration with the Moldovan Border Police and State Border Guard Service of Poland. By providing a mobile laboratory for verifying the validity of documents and providing training meant to help identify forged documents, the project strengthened the human, technological and methodological resources of the Moldovan Border Police. Additionally, it fostered closer cooperation and mutual learning between Moldovan, Lithuanian, and Polish border officers. The evaluation identified several good practices, such as in the area of acquiring assets and transferring them to beneficiaries, or in effectively balancing equipment investments with appropriate training and practical demonstrations on how to use it. It also produced conclusions and recommendations relevant for the contracting authority – International Centre for Migration Policy Development, beneficiaries and future project coordinators. As part of the evaluation, we prepared an Impact Note showcasing the project’s impact.
