PIL's Elma Paulauskaitė in collaboration with Mihaela Matei and Reda Nausėdaitė evaluated an MPF-funded project supporting transfer of aerial surveillance technology and know-how from the Baltics to Moldova. The Novel concept of relocatable aerial surveillance for border security project served as a first experience of the Moldova Border Police (MBP) to tackle challenges related to illegal border crossings and cross-border crime using aerial surveillance equipment. The evaluators in addition to a desk review conducted interviews and focus groups with the providers of the technology and beneficairies including trained pilots and trainers meant to replicate learnings in the MBP. The evaluators in addition to a final report and validation workshop with project stakeholders, prepared an Impact Note showcasing the project's strengths and achievements.
