PIL conducted the independent external evaluation of the Training Institute on Migration Capacity Partnership for the Mediterranean (MCP Med TI), a flagship EU MPF-funded initiative implemented by ICMPD with support from Malta, Denmark and Austria. The programme aimed to establish a permanent regional training institute for migration governance professionals across selected souther-partner countries (SPCs). The evaluation applied a theory-based approach with contribution analysis and mixed methods, including over 40 stakeholder interviews, English and Arabic-languge surveys of trainers and trainees, site visits and a review of governance and training data. Within the final evaluation report, the team provided strategic and actionable recommendations on sustainability, alumni engagement and regional participation to guide ICMPD and donor partners in planning the Institute’s future beyond the MPF funding period. The actionable recommendations of the evaluation should ultimately support the Institute's evolution from a successful project to a permanent regional institution.
