The Charter Project Africa supported African Union member states to fulfil their commitments as outlined in the African Charter on Democracy, Elections and Governance. The project encouraged the use of civic technology to boost citizen voices, particularly those of underrepresented groups. To conduct the two-phase evaluation of the Charter Project Africa, PIL's Elma Paulauskaitė, Lara Bezzina and Ieva Giedraitytė have teamed up with development management and consulting experts from PIMA in Kenya. The evaluation followed a theory-based approach, testing the project's Theory of Change and its contribution linkages.
