The Charter Project Africa supports AU member states to fulfil their commitments as outlined in the African Charter on Democracy, Elections and Governance. The project encourages the use of civic technology to boost citizen voices, particularly those of underrepresented groups. To conduct the two-phase evaluation of the Charter Project Africa, PIL's Elma Paulauskaite, Lara Bezzina and Ieva Giedraityte have teamed up with development management and consulting experts from PIMA. The evaluation will follow a theory-based approach, testing the project's Theory of Change and its contribution linkages.
