Since 2016, the Migration Partnership Facility (MPF) strengthens dialogue and cooperation on migration and mobility issues between EU Member States and partner countries. In 2024, the ICMPD commissioned a consortium of seven organisations, led by Blomeyer & Sanz, to conduct a comprenehsive ongoing evaluation for the facility's phases III & IV. The assignment includes mid-term reviews of selected grants and endline evaluations of most of them as well as facility-level evaluation. The approach includes a rigorous assessment of impact as well as contribution, exploring the complexity of factors affecting outcomes. To effectively inform migration policy and practice, the assignment also involves the production of in-depth issue and thematic papers and a robust communication strategy complete with training and technical support for MPF grantees. PIL is extensively involved in this six-year assignment, with Elma Paulauskaitė acting as the Project Director, liaising between the MPF team and the implementing consortium and overseeing project-level evaluations. Also contributing to the assignment are PIL's Ieva Giedraitytė, Justina Žutautaitė and our regular collaborator Edvinas Bulevičius.
