Study: Challenges and opportunities for sectoral and territorial service agreements
With EEA and Norway Grant funding, the Association of Lithuanian Local Authorities sought to improve representation of social services in collective bargaining at territorial and national levels. The PIL team including Ieva GiedraitytÄ—, Marius Kalanta and Elma Paulauskaite conducted the study, providing an assessment of the current state of play of implementation of the social sector-level collective agreement across the country's municipalities. We achieved this through participatory workshops involving representatives of employers and employees working in the social sector, and analysing governance, management and ultimately implementation of social dialogue. The study on further helped gauge the adequacy of the legal framework and existing mechanisms and explore possibilities for local authority administrations to participate in territorial collective agreements to achieve better working conditions and ultimately access to and quality of services in this state-actor dominated sector.
