Study: Funding of Disability Services in Europe: a state of play

EASPD promotes the views of over 20,000 social services and their umbrella associations to promote equal opportunities for people with disabilities through effective and high-quality service systems. In one of over a dozen assignments for this organisation, the PIL team including Elma PaulauskaitÄ—, Elsa Perreau, Lara Bezzina and Fabio Belafatti developed the methodology for and coordinated preparation of Country Factsheets on Financing of Care Services for Persons with Disabilities with a focus on independent living, long-term institutionalised care and respite care. The work involved classification of existing financing models in the countries explored and comparative analysis of how they are used in different sectors. The study explored the impact of the financing models on access to and quality of services for persons with disabilities; working conditions for staff; and sustainability of disability care service providers. In addition to producing Factsheets on 13 countries (link to https://easpd.eu/country-fact-sheets-list/) in Council of Europe countries, the team developed a comparative report including an analysis of future trends in governance and funding of disability care in Europe.
